Singapore-based Boroo has agreed to buy Victoria Gold, owner of Yukon's Eagle gold mine, for up to C$140 million. Eagle has been shut since part of its ore pile collapsed in June 2024, and Boroo plans a cleanup followed by a restart.
At a glance
- Boroo will pay C$40 million upfront and up to C$100 million more as permits and production milestones are met.
- It expects to spend about C$800 million from 2027 to 2029 on cleanup, water treatment and a phased restart.
- A court must approve the deal, and Boroo has not given a date for restarting production.
Background
Eagle is a gold mine about 375 km north of Whitehorse in Canada's Yukon territory. It used heap leaching, where crushed ore is stacked in a large pile and sprayed with a cyanide solution that dissolves the gold. In June 2024 part of that pile failed and slid out of its containment area, the mine stopped operating, and a court-appointed receiver took control of owner Victoria Gold.
What happened
Boroo, a privately held company based in Singapore, said on October 22 that it has agreed to buy Victoria Gold for up to C$140 million (about US$100 million). It will pay C$40 million upfront and another C$100 million as permitting and commercial-production milestones are met, MINING.COM reported.
"Our agreement to acquire Victoria Gold and the Eagle gold mine marks a pivotal turning point for this foundational Yukon asset," Boroo chief executive Dulguun Erdenebaatar said. Talks with the First Nation of Na-Cho Nyäk Dun, on whose traditional territory the mine sits, are still going on.
Why the mine shut
On June 24, 2024, the heap-leach pile at Eagle failed. An independent review blamed static liquefaction, where waterlogged material suddenly loses strength and flows. About 1.8 million tonnes escaped containment, and accounting firm PricewaterhouseCoopers (PwC) was appointed receiver in August 2024.
Yukon's government has authorised loans of up to C$220 million to the receiver to manage the site. Those loans rank ahead of other creditors.
What Boroo plans
Boroo expects to spend about C$800 million between 2027 and 2029 on rehabilitation, water treatment, stabilising the site and a phased restart. It plans more than C$600 million over the mine's initial life to support and extend operations, bringing its total commitment to more than C$1.5 billion including the purchase.
The company has not set a restart date or named financing for Eagle. It will take on some cleanup obligations and give Yukon financial security when the deal closes, but other liabilities will move to a separate company that stays in receivership.
What comes next
PwC plans to ask the Ontario Superior Court of Justice to approve the sale in early December, aiming to close around December 31. Boroo has already bought one large mine before: Barrick's Lagunas Norte gold mine in Peru, in 2021.
Our read
Outlook: neutral. The deal could eventually return a mid-sized mine to production, but no restart date is set and the effect on gold supply is years away.
What to watch
- The court hearing on the sale, planned for early December.
- The outcome of Boroo's talks with the First Nation of Na-Cho Nyäk Dun.
- How much financial security Boroo gives Yukon for the cleanup, which has not been disclosed.

Detailed analysis
Timeline
- 2024-06-24: The heap-leach pile at the Eagle mine fails and the mine shuts.
- 2024-08-14: PwC becomes receiver of Victoria Gold at Yukon's request.
- 2026-10-22: Boroo agrees to buy Victoria Gold for up to C$140 million.
Government Policies
Yukon has lent up to C$220 million to the receiver and must agree how cleanup costs are shared.
Mining Production
Eagle has produced no gold since June 2024, and any restart depends on cleanup and court approval.
What could lift prices
- Eagle stays out of production for at least the next year, with no restart date set.
- Boroo has named no financing for Eagle, so a restart is not certain.
What could weigh on prices
- A successful restart would eventually add gold supply from a mine built to produce.
- High gold prices are drawing buyers to troubled mines that were written off.
Country impact
| Country | Impact | Reason |
|---|---|---|
| Canada | Medium | The sale could fund the cleanup of a major Yukon environmental failure and restore mining jobs. |
Industry impact
| Industry | Effect | Reason |
|---|---|---|
| Gold Mining | Positive | A buyer willing to fund cleanup and restart offers a route out of receivership for a failed mine. |
Who gains, who loses
- Yukon government: A buyer would take on cleanup obligations and provide financial security for the site.
- Victoria Gold's existing creditors: Yukon's loans to the receiver rank ahead of them, and some liabilities stay in receivership.
Other ways this could play out
- If the court approves the deal in December, cleanup spending could start in 2027.
- If talks with the First Nation stall, permits for a restart could be delayed.
Price risks
- Gold prices depend on interest rates and central banks, not on one mine's restart.
- A sharp fall in gold prices could weaken the case for a costly restart.
Historical comparison
- 2021: Boroo bought Barrick's Lagunas Norte gold mine in Peru.
