Indonesia Launches $10.2 Billion of Nickel, Battery and Aluminium Projects at Weda Bay

Indonesia Launches $10.2 Billion of Nickel, Battery and Aluminium Projects at Weda Bay

Indonesia's President Prabowo Subianto launched 11 industrial projects worth $10.2 billion at the Weda Bay nickel park and marked the country's first exports of electric-vehicle battery materials. The projects push Indonesia further from raw nickel toward batteries, aluminium and finished goods.

At a glance

  • Four projects worth $3.4 billion have started commercial operations, and seven worth $6.8 billion broke ground.
  • The first shipments included nickel and lithium battery materials, electrolytic aluminium and heavy equipment parts.
  • The launch is expected to bring more than 10,000 new jobs to North Maluku.

Background

Indonesia is the world's largest exporter of nickel products, mostly partly processed metal such as nickel pig iron. The government has spent years pushing "downstreaming", meaning processing raw minerals into higher-value goods at home. Indonesia Weda Bay Industrial Park (IWIP), on Halmahera island in North Maluku, is one of its main nickel processing hubs, built with major Chinese investment.

What happened

President Prabowo Subianto launched 11 industrial projects worth $10.2 billion, about Rp 180 trillion, at IWIP on October 8. Four projects worth $3.4 billion have entered commercial operation: Blue Sparking Energy, REPT Battero Indonesia, Pioneer Aluminium Industries and XCMG Indonesia Manufacturing.

Seven more, worth $6.8 billion, broke ground. They include nickel-cobalt processing, battery chemicals, two aluminium projects, an electric truck maker and a solar glass plant. Prabowo also marked Indonesia's first exports of electric-vehicle battery materials.

What the plants make

The facilities will produce nickel-based battery materials, battery separators and electrolytes, electrolytic aluminium, electric heavy trucks and photovoltaic glass, said Rosan Roeslani, chief executive of the sovereign fund Danantara. The first shipments included mixed hydroxide precipitate (MHP), a nickel-cobalt intermediate used in batteries, along with NMC and LFP battery materials.

Electrolytic aluminium and heavy equipment components were also shipped. Officials expect the 11 projects to create more than 10,000 jobs. Much of the investment comes from Chinese companies, including Tsingshan-linked operators.

What it means

The launch fits a shift the government announced only a day earlier. On October 7, senior minister Bahlil Lahadalia said Indonesia is considering a moratorium on new plants making semi-finished nickel such as nickel pig iron. The aim is to support prices and steer investment toward finished goods.

Battery materials and electric trucks are exactly that kind of finished product. If the new plants ramp up, more of Indonesia's nickel will leave the country inside battery materials rather than as raw metal. The aluminium projects also add to Indonesia's growing smelting capacity.

Our read

Outlook: neutral. The projects shift Indonesian nickel into battery materials rather than adding new mine supply. They change the form of Indonesia's exports more than the total amount of nickel.

What to watch

  • Whether Indonesia formally adopts a moratorium on new semi-finished nickel plants.
  • How quickly the seven new projects at Weda Bay move from groundbreaking to production.
  • Export volumes of battery materials and aluminium from IWIP in the coming months.

Detailed analysis

Timeline

  • 2026-10-07: Minister Bahlil Lahadalia says Indonesia is considering a moratorium on new semi-finished nickel plants.
  • 2026-10-08: Prabowo launches 11 projects worth $10.2 billion at Weda Bay and the first EV battery material exports.

Demand Drivers

New battery-material plants in Indonesia consume nickel locally rather than exporting it as pig iron.

Government Policies

Indonesia is steering nickel investment toward finished goods and may halt new semi-finished nickel plants.

Refinery Output

Four plants worth $3.4 billion have started operating, including battery-material and aluminium producers.

What could lift prices

  • A possible moratorium on semi-finished plants would curb growth in nickel pig iron supply.
  • Battery-material plants absorb Indonesian nickel that might otherwise add to the surplus.

What could weigh on prices

  • Indonesia's processing capacity keeps growing, adding to global supply of nickel-based products.
  • New nickel-cobalt plants add intermediate supply to a market already seen in surplus.

Country impact

CountryImpactReason

Industry impact

IndustryEffectReason
Battery ManufacturingPositiveNew Indonesian plants now export battery materials such as MHP, NMC and LFP.
Aluminium SmeltingNeutralIndonesia adds electrolytic aluminium capacity, increasing regional supply.

Who gains, who loses

  • Battery makers buying Indonesian materials: A new source of MHP, NMC and LFP materials is now exporting.
  • Workers in North Maluku: Officials expect more than 10,000 jobs from the 11 projects.
  • Nickel pig iron producers planning new plants: Policy is turning against new semi-finished nickel capacity.

Other ways this could play out

  • If the new plants ramp up quickly, Indonesia's exports could tilt sharply toward battery materials.
  • If battery demand stays weak, some groundbreaking projects could be delayed.

Price risks

  • Nickel prices depend mostly on Indonesian mining quotas and total output, not on one park's projects.
  • A formal moratorium on semi-finished plants would matter more for prices than this launch.
