Abu Dhabi's IRH and Zambia's ZCCM-IH Patch Up Over Mopani After a Public Dispute

Abu Dhabi's IRH and Zambia's ZCCM-IH Patch Up Over Mopani After a Public Dispute

Abu Dhabi's International Resources Holding and Zambia's state miner ZCCM-IH have reaffirmed their partnership at the Mopani copper mines. The joint statement came weeks after ZCCM-IH accused IRH's unit of missing funding commitments and threatened arbitration.

At a glance

  • IRH reaffirmed its $1.1 billion commitment to Mopani, covering equity, shareholder funding and operational support.
  • ZCCM-IH's September letter said 2025 cathode output came in more than 50% below the business plan.
  • The partners say they are also exploring new work together in mineral exploration and wider mining.

Background

Mopani Copper Mines is one of Zambia's major copper operations. International Resources Holding (IRH), part of the business empire of Abu Dhabi royal Sheikh Tahnoon bin Zayed Al Nahyan, owns 51% through its unit Delta Mining. Zambia's state mining investment company, ZCCM Investment Holdings (ZCCM-IH), holds the other 49%.

What happened

IRH and ZCCM-IH said in a joint statement on October 14 that they had reaffirmed their long-term partnership and their shared aim of developing Mopani, Mining Weekly reported. The statement tied the partnership to IRH's $1.1 billion commitment to the mine's operating and development needs. The partners said they would work through the existing governance framework.

They also said they are exploring new opportunities to work together in mineral exploration and wider mining operations.

The dispute behind it

The statement followed a public row. In a September 18 letter to Delta Mining, ZCCM-IH chief executive Kakenenwa Muyangwa said the IRH unit had failed to meet financial and operational commitments, Bloomberg reported. The letter said Delta's 2025 payments into Mopani fell $61 million short of the required minimum, and that ZCCM-IH knew of no transfers toward Delta's $140 million funding obligation for this year.

It also said only $62.3 million of a $308.1 million development budget had been spent by the end of March. Copper cathode output in 2025, it said, was more than 50% below the business plan. ZCCM-IH said it preferred an amicable solution but reserved the right to seek damages or arbitration. IRH said at the time that the relationship was strong and constructive.

What it means

The reaffirmation lowers the risk of arbitration over one of Zambia's key copper assets for now. The joint statement did not spell out how the funding gaps in the letter will be closed, so delivery on the $1.1 billion commitment is the test.

Our read

Outlook: neutral. A shareholder truce does not change Mopani's near-term copper output. Faster investment could lift production over time.

What to watch

  • Whether Delta Mining makes the funding transfers ZCCM-IH said were missing.
  • Spending on Mopani's development budget and any recovery in cathode output.

Geopolitical Risks

Gulf investment in African copper is being tested by disputes with state partners over funding.

Mining Production

ZCCM-IH said 2025 cathode output at Mopani came in more than 50% below the business plan.

What could lift prices

  • Mopani's output has lagged its plan, keeping Zambian supply below expectations.
  • Slow development spending could delay any production ramp-up.

What could weigh on prices

  • A settled partnership could speed investment and lift Mopani's output.
  • IRH reaffirmed its $1.1 billion commitment to the mine.

Who gains, who loses

  • ZCCM Investment Holdings: It secured a public recommitment to Mopani's funding.
  • Mopani's development timeline: Only a small share of the development budget had been spent by March.

Other ways this could play out

  • If funding flows as promised, Mopani's development could speed up and output could recover.
  • If payments stay short, ZCCM-IH could revive its threat of arbitration.

Price risks

  • Renewed conflict between the partners would cloud Zambia's copper growth plans.
  • Mopani's output is small against global supply, limiting any price effect.
