Rock Tech Lithium says its planned lithium refinery in Red Rock, Ontario, will cost C$596 million, less than half the C$1.3 billion it estimated in August. The company has not explained what drove the cut.
At a glance
- The new estimate is C$596 million, or about US$420.9 million, with a margin of error of about 20%.
- Rock Tech plans to start construction in the second half of 2027 and produce first lithium in 2029.
- A final feasibility study, prepared with China CEC Engineering, is due in December 2026.
Background
A lithium converter is a refinery that turns mined lithium concentrate into battery-grade lithium chemicals. North America has few of these plants. Rock Tech Lithium, listed on the TSX Venture Exchange, wants to build one on BMI Group's former Norampac paper mill site in Red Rock, Ontario, about 100 km east of Thunder Bay.
What happened
Rock Tech Lithium released a preliminary definitive feasibility study for its Red Rock converter on October 7. It puts the build cost at C$596 million, made up of C$546 million in direct capital costs and C$50 million in owner's costs. In August, the company had estimated C$1.3 billion.
The plant is now designed to make 30,000 tonnes of lithium salts a year. The August plan was for 32,000 tonnes a year of lithium carbonate equivalent, a different measure, so the two figures cannot be compared directly.
What is still unclear
Rock Tech has not explained why the estimate fell by about 54%. The new figure carries a margin of error of roughly 20%, so the final cost could still move in either direction.
China CEC Engineering has been working on the feasibility study since June 2026. The final version is due in December 2026, and that document should show where the savings came from.
What comes next
Rock Tech aims to start construction in the second half of 2027, subject to approvals, with first production in 2029. BMI Group, which owns the 1.4 square kilometre site, intends to invest $200 million in the project. The site has 120 megawatts of power available and a link to the CPKC rail network.
"The preliminary definitive feasibility study results are an important decision-making milestone," said chief executive Mirco Wojnarowicz. A lower price tag could make the project easier to finance, if the December study confirms it.
Our read
Outlook: neutral. The plant would not produce lithium until 2029, so it has no effect on today's prices. It matters mainly for North America's long-term refining capacity.
What to watch
- The final feasibility study due in December 2026, and whether it explains the cost cut.
- Whether BMI Group's planned $200 million investment is finalised.
- Approvals needed before construction can start in the second half of 2027.

Detailed analysis
Timeline
- 2026-10-07: Rock Tech cuts the Red Rock converter cost estimate to C$596 million.
Supply Drivers
North America has few lithium refineries, so a new converter would add regional processing capacity.
Refinery Output
The converter is designed to make 30,000 tonnes of lithium salts a year from 2029.
What could lift prices
- A cheaper plant could make North American lithium refining more competitive.
- BMI Group intends to invest $200 million in the project.
What could weigh on prices
- The company has not explained the cost cut, and the estimate carries a 20% margin of error.
- First production is still years away, in 2029.
Country impact
| Country | Impact | Reason |
|---|---|---|
| Canada | Medium | The plant would add domestic lithium refining capacity in northern Ontario. |
Industry impact
| Industry | Effect | Reason |
|---|---|---|
| Battery Manufacturing | Positive | A North American refinery would give battery makers a closer source of lithium chemicals. |
Who gains, who loses
- Rock Tech Lithium: A cost estimate less than half the old one could make financing easier.
- Red Rock, Ontario: A former paper mill site could gain a new industrial use.
- Investors relying on the estimate: Without an explanation for the cut, the final December study could revise the number again.
Other ways this could play out
- If the December study confirms the lower cost, Rock Tech could move faster on financing.
- If the final study revises costs upward, the project's economics could weaken again.
Price risks
- Delays to approvals would push the 2029 start date back.
- Weak lithium prices could make the plant harder to finance even at the lower cost.
Technical view
Price is trading below both its 20-period and 50-period moving averages, a bearish alignment.
