A US Diesel Export Ban Could Hit Chile's and Peru's Copper Mines Hardest

Outlook: Bullish · September 29, 2026
A US Diesel Export Ban Could Hit Chile's and Peru's Copper Mines Hardest

The US is weighing limits on diesel exports to cool record fuel prices at home. That would squeeze Latin American mines, which run on imported US diesel, starting with Chile's copper industry.

At a glance

  • Latin America relies on US imports for about a third of its diesel demand, according to S&P Global Energy Horizons.
  • Chile gets 88% of its imported diesel from the US, and diesel made up about 6.5% of large copper mines' operating costs in 2025.
  • Chile and Peru together mined 34.7% of the world's copper last year.

Background

Big open-pit mines burn huge amounts of diesel in haul trucks, shovels and generators. Many Latin American countries do not refine enough fuel themselves and import much of it from the United States, the world's largest diesel exporter. US diesel prices have soared this year, and Washington is looking at export limits to keep more fuel at home.

What happened

The US is considering curbs on diesel exports to bring down domestic prices, and mining analysts warn that Latin American producers would feel it quickly. The US exported 418.1 million barrels of diesel and light fuel oils in 2025. Mexico, Chile and Brazil were among its five largest buyers.

US diesel prices have jumped 125.2% since the start of the year. The October NYMEX contract reached $4.7764 a gallon on September 23, after topping $5 earlier in the month.

Why mines are exposed

Chile is the clearest case. It buys 88% of its imported diesel from the US, and imports cover about two-thirds of what the country uses. Diesel accounted for about 6.5% of operating costs at Chile's large copper mines in 2025, before depreciation.

Replacing US fuel would not be quick. "Replacing US deliveries would also take longer and cost more, increasing the risk of local shortages if the ban persisted," said Andrés González, lead mining analyst at Plusmining. Mexico is also vulnerable, with diesel stocks falling below six days of supply in April. Colombia is the region's one exception, because it does not depend on imported diesel.

What it means

A ban would raise costs, and possibly cut output, in the region that supplies a third of the world's mined copper. Chile and Peru together produced 34.7% of global mine supply last year.

"We think there would be a massive impact on miners, with an immediate impact on prices," said Patricia Barreto, an associate director at S&P Global Energy Horizons. For copper buyers, including India's wire and cable makers, any disruption in Chile or Peru would add to a market that is already tight on mine supply.

Our read

Outlook: bullish. A ban would raise mining costs and risk output cuts in the region that mines a third of the world's copper. The risk is still a proposal, so the effect depends on whether Washington acts.

What to watch

  • Any formal US decision on diesel export limits and which destinations it covers.
  • Diesel stock levels in Chile, Peru and Mexico over the coming weeks.
  • Statements from Chilean and Peruvian miners on fuel supply and production plans.

Detailed analysis

Timeline

  • 2026-09-23: The October NYMEX diesel contract trades at $4.7764 a gallon, up 125.2% since the start of the year.

Supply Drivers

Diesel shortages at Chilean and Peruvian mines could slow output from a region producing 34.7% of mined copper.

Trade Tariffs

A US export curb on diesel would redirect fuel trade and raise costs for import-dependent mining countries.

What could lift prices

  • Fuel shortages at Chilean mines would cut supply in a market already short of concentrate.
  • Higher diesel costs raise the price floor needed to keep marginal mines running.

What could weigh on prices

  • Washington may decide against a ban, removing the supply risk entirely.
  • Miners could source diesel elsewhere at higher cost without cutting output.

Country impact

CountryImpactReason
ChileHighIt sources 88% of its imported diesel from the US and runs the world's largest copper mining industry.
PeruHighIts copper mines depend on imported diesel and would face the same squeeze.
MexicoMediumDiesel stocks already fell below six days of supply in April.

Industry impact

IndustryEffectReason
Copper MiningNegativeDiesel is about 6.5% of large Chilean mines' operating costs and runs their truck fleets.
Wire and Cable ManufacturingNegativeAny cut in Latin American copper supply would raise raw material costs.

Who gains, who loses

  • US diesel consumers: Keeping more fuel at home is meant to lower domestic prices.
  • Chilean copper miners: They would pay more for fuel or risk shortages at diesel-hungry open pits.

Other ways this could play out

  • If the US exempts close trading partners, Latin American mines could avoid most of the disruption.
  • If a broad ban lasts, Chilean and Peruvian mines could cut output and tighten copper supply.

Price risks

  • The bullish view fails if Washington drops the export-curb idea.
  • A fall in oil prices would ease US diesel costs and reduce pressure for a ban.
