Valcambi, one of Switzerland's leading gold refiners, plans to build a refinery and vault in Hong Kong with local steelmaker Shiu Wing Steel. It would be the company's first refinery outside Switzerland and a boost to Hong Kong's bid to become a gold trading hub.
At a glance
- Valcambi signed a letter of intent with Shiu Wing Steel, Hong Kong's only steelmaker.
- The refinery and vault would sit on Shiu Wing Steel's site in northwest Hong Kong.
- No capacity, cost or opening date has been announced yet.
Background
Gold refiners melt and purify gold from mines and scrap into bars of a set purity. Switzerland hosts several of the world's largest refiners, including Valcambi, MKS PAMP and Argor-Heraeus. Hong Kong wants to build a full gold market of its own, covering trading, clearing, storage and refining, to serve buyers across Asia.
What happened
Valcambi has signed a letter of intent with Shiu Wing Steel to set up a precious metals refining company and vaulting facility in Hong Kong. The plant would use Shiu Wing Steel's existing site in the northwest of the city. It would be Valcambi's first refinery outside Switzerland.
Hong Kong's government disclosed the plan on October 8, during a visit by Christopher Hui, the Secretary for Financial Services and the Treasury, to Swiss refiners in Ticino. The partners have not given a capacity, a cost or a completion date.
Why Hong Kong wants refiners
Hong Kong is trying to build a full gold ecosystem that covers trading, clearing and settlement, storage, refining and risk management. It launched a gold clearing system and a new price benchmark in July. "Like London, we have storage, we have OTC contract; like Switzerland, we want to have refineries; like the US, we want to have gold futures," Hui said.
Hui also met MKS PAMP and Argor-Heraeus. MKS PAMP set up its third Asia-Pacific regional headquarters in Hong Kong last year. Argor-Heraeus has run a trading office and refinery in the city for decades. "Now that top-tier Swiss refiners are taking part or planning to participate in Hong Kong's gold business, it definitely gives a massive boost," he said.
What it means
A Valcambi refinery in Hong Kong would put more refining capacity close to Asian buyers. "Asia is a key market for the precious metals industry and will continue to play an increasingly important role in its future," said Valcambi chief executive Simone Knobloch.
The deal is still at an early stage. A letter of intent is not a binding agreement, and the plan's size will decide how much it changes Asia's gold flows.
Our read
Outlook: neutral. A new refinery changes where gold is processed, not how much exists. It has no direct effect on gold prices.
What to watch
- A binding agreement between Valcambi and Shiu Wing Steel, with capacity and timing.
- Whether MKS PAMP or Argor-Heraeus expand their own Hong Kong operations.
- Trading volumes on Hong Kong's new gold clearing system and price benchmark.

Detailed analysis
Timeline
- 2026-10-08: Hong Kong discloses Valcambi's plan with Shiu Wing Steel during an official visit to Swiss refiners.
Demand Drivers
Valcambi's chief executive says Asia will play an increasingly important role in the precious metals market.
Government Policies
Hong Kong is courting refiners to complete a gold ecosystem after launching a clearing system and benchmark in July.
What could lift prices
- Refiners are investing near Asian buyers, a sign of confidence in the region's gold demand.
- Better local infrastructure could make it easier for Asian investors to hold physical gold.
What could weigh on prices
- The plan adds refining capacity, not demand, so it does not lift prices by itself.
- A letter of intent can fall through before any plant is built.
Country impact
| Country | Impact | Reason |
|---|---|---|
| Hong Kong | Medium | A leading Swiss refiner plans its first overseas refinery in the city. |
| Switzerland | Low | A Swiss refiner is expanding refining capacity outside the country for the first time. |
Industry impact
| Industry | Effect | Reason |
|---|---|---|
| Bullion Trading | Positive | Local refining and vaulting would strengthen Hong Kong's gold trading infrastructure. |
Who gains, who loses
- Shiu Wing Steel: Its existing site becomes the base for a new precious metals business.
- Asian gold buyers: Gold could be refined and stored closer to them.
- Competing Asian bullion hubs: Hong Kong gains a refining partner as it competes for regional gold business.
Other ways this could play out
- If the partners sign a binding deal, Hong Kong would have a second major Swiss refiner operating locally.
- If talks stall, Hong Kong's refining plans would rest mainly on Argor-Heraeus and MKS PAMP.
Price risks
- Gold prices depend on interest rates and central bank buying, not on refining capacity.
- The project's small, early-stage nature means any market effect is years away.
Technical view
Price is trading below both its 20-period and 50-period moving averages, a bearish alignment.
