Mining Enters the Vision 2030 Plan

State-backed miner Ma'aden has expanded gold and base-metal production as part of Saudi Arabia's Vision 2030 economic diversification push — a deliberate attempt to build an industry that barely existed a generation ago rather than relying purely on oil revenue.

A Peg That Removes One Variable

Like the UAE dirham, the Saudi riyal is pegged to the US dollar, so SAR-denominated metal prices track dollar prices directly rather than layering independent currency swings on top — useful context when comparing day-over-day moves here against a freely floating currency.

A Retail Market Built on Gifting, Not Just Investment

Gold jewellery remains one of the most common gift and savings vehicles in Saudi households, a cultural pattern — tied to weddings, religious occasions and family milestones — that shapes retail demand fairly independently of the investment-driven buying that dominates markets like the US or UK, making Saudi demand behave more like India's or Egypt's than like a Western bullion market.

Metals & Mining Industry

Ma'aden's ambitions go well beyond gold. The state miner runs one of the world's largest integrated phosphate operations, a bauxite-to-aluminium chain at Ras Al Khair originally built as a joint venture with Alcoa before Ma'aden bought out Alcoa's remaining stake in July 2025 to take it fully Saudi-owned, and copper and gold mines including Mansourah-Masarah and Ad Duwayhi — part of a mineral sector Saudi officials have estimated could hold over a trillion dollars in untapped resources across gold, copper, phosphate and rare-earth elements. That figure is a stated policy target rather than a proven reserve number, but it explains why mining now sits alongside oil and petrochemicals as a genuine third pillar of Vision 2030's industrial diversification plan.

Consumption & Trade

Saudi Arabia's giga-projects — NEOM, new industrial cities, and a sustained construction boom — consume steel, aluminium and copper at a pace domestic mining still can't fully match, so the kingdom remains a large importer of raw and semi-finished metal even as Ma'aden ramps up. Hadeed, the Saudi Iron and Steel Company under SABIC, produces steel domestically but leans on imported iron ore and scrap to do it. The result is a country simultaneously building out real mine supply and importing heavily to feed construction demand that's growing faster than that supply can scale.
