India Confirms Banks Have Paid 3% IGST on Gold Imports Since April as Exemption Lapses

India Confirms Banks Have Paid 3% IGST on Gold Imports Since April as Exemption Lapses

India's government has confirmed that banks lost their exemption from 3% IGST on gold, silver and platinum imports on March 31 and have paid the tax since April. The GST Council was informed at its meeting on October 8.

At a glance

  • The government did not extend the banks' IGST exemption on precious metal imports beyond March 31, 2026.
  • Banks importing gold, silver and platinum now pay 3% IGST, the same as other import channels.
  • India's gold imports fell to 15 tonnes in April, a 30-year monthly low outside 2020, as banks stopped clearing gold.

Background

Integrated GST (IGST) is the goods and services tax charged on imports into India. Gold, silver and platinum imports attract 3% IGST, but since 2017 banks and nominated agencies, the bodies authorised to import bullion, had been exempt. Banks bring in most of India's refined gold, so their tax treatment matters for the whole market.

What happened

India's Revenue Secretary said on October 8 that banks have been paying 3% IGST on gold imports since April 2026, according to Moneycontrol. The government did not extend their exemption on precious metal imports beyond March 31. Bloomberg reported that the government informed the GST Council at its 57th meeting, which had been moved to October 8.

The change covers imports of gold, silver and platinum by banks and government-designated agencies. These importers are now taxed the same way as other import channels, such as bullion exchanges, which already paid the 3% levy.

Why the exemption lapsed

The exemption broke down because of a mismatch between the GST exemption notice and the latest list of eligible banks from the Directorate General of Foreign Trade (DGFT). As a result, it has not applied to banks since April 1, 2026. The GST Fitment Committee, which advises the Council on tax rates, then recommended withdrawing the exemption altogether.

The government also wants to curb precious metal imports, which drain foreign currency. In May it raised import duty on gold and silver to 15% from 6%.

What it means for India

The impact showed up quickly. India imported only 15 tonnes of gold in April, against 35 tonnes a year earlier, as banks stopped clearing gold through customs once the tax applied. Kitco reported it as a 30-year monthly low, excluding the pandemic year of 2020.

Paying tax at the border raises the cash that banks and agencies tie up in every shipment. The Fitment Committee noted they can claim input tax credit on the IGST paid, which softens the cost over time. For jewellers and buyers, the confirmation means the extra cost of importing bullion through banks is not going away.

Our read

Outlook: neutral. The tax raises the cost of bringing gold into India, which can dampen imports, but it has applied since April. Global gold prices are unlikely to react to the confirmation.

What to watch

  • India's monthly gold import data, to see how bank imports trend under the 3% levy.
  • Any formal notification from the GST Council withdrawing the exemption for nominated agencies.
  • The domestic gold discount or premium, which reflects how much import costs feed into local prices.

Detailed analysis

Timeline

  • 2026-03-31: The banks' IGST exemption on precious metal imports is not extended.
  • 2026-05-01: India's April gold imports are reported at 15 tonnes, a 30-year low excluding 2020.
  • 2026-10-08: The Revenue Secretary confirms banks have paid 3% IGST since April; the GST Council is informed.

Government Policies

India now charges 3% IGST on bullion imports by banks, on top of 15% import duty.

Trade Tariffs

Gold imports fell to 15 tonnes in April once banks had to pay the tax at the border.

What could lift prices

  • Higher import costs could keep domestic gold prices firm relative to global prices.
  • Input tax credit lets banks recover part of the IGST over time.

What could weigh on prices

  • Extra tax on imports can reduce India's gold buying from abroad.
  • April imports collapsed to 15 tonnes when banks first faced the levy.

Industry impact

IndustryEffectReason

Who gains, who loses

  • Bullion exchanges: They already paid 3% IGST, so banks no longer have a tax advantage over them.
  • Bullion-importing banks: They must now pay 3% IGST upfront on each shipment.

Other ways this could play out

  • If the GST Council formally withdraws the exemption for nominated agencies too, all bullion importers would pay the same 3%.
  • If import volumes stay weak, the government could revisit the overall tax burden on bullion.

Price risks

  • The tax has applied since April, so much of its effect on imports may already be visible.
  • A further fall in import volumes would show the tax weighing on Indian demand.

Historical comparison

  • 2017: The IGST exemption for banks and nominated agencies was introduced for gold, then extended to silver and platinum.
