Odisha Withholds Notices on Alleged Ore Grade Manipulation to Dodge Royalty

Odisha Withholds Notices on Alleged Ore Grade Manipulation to Dodge Royalty

Odisha's mines directorate has refused to share show-cause notices issued to mining lessees accused of understating iron and manganese ore grades to pay less royalty, citing an ongoing investigation, an RTI activist says.

At a glance

  • The allegations involve mining leases in Odisha's Kendujhar district.
  • Lessees allegedly declared ore as low-grade, then sold it as high-grade.
  • Odisha once imposed penalties of over ₹21,000 crore for excess mining, collecting over ₹16,000 crore.

Background

In India, mining companies pay royalty to the state on the ore they extract, and the rate depends on the ore's grade, or metal content. Higher-grade iron ore carries a higher royalty. Kendujhar in Odisha is one of India's main iron and manganese ore mining districts.

What happened

Bhubaneswar-based RTI activist Pradip Pradhan sought copies of show-cause notices issued to mining lessees in Kendujhar accused of grade manipulation, The Hindu reported. He also asked how many lessees were involved and what reports the mines directorate had received.

The Directorate of Mines and Geology refused, saying disclosure would hamper an ongoing investigation. "The government has indirectly acknowledged the existence of such show-cause notices," Pradhan said.

What is alleged

The alleged practice involves declaring extracted ore as low-grade, which attracts a lower royalty, and then selling it as high-grade. Pradhan said understating ore grades is an open secret, and that Bhubaneswar MP Aparajita Sarangi had once raised the issue at a press conference.

He questioned the reason given for withholding the notices. Pradhan alleged that some officials could strike deals with lessees to waive penalties, and said a transparent probe could recover thousands of crores. These are allegations, and no lessees have been named.

Why it matters

Odisha has acted on mining violations before. A decade ago, it imposed penalties of over ₹21,000 crore on lessees for mining beyond limits set in their environmental clearances, and collected over ₹16,000 crore, Pradhan said.

Royalty is paid to the state on every tonne mined, so any under-declaration of grades would directly reduce public revenue.

Our read

Outlook: neutral. A state royalty investigation does not change iron ore supply, so it is unlikely to move prices.

What to watch

  • Whether the Odisha government completes and discloses the outcome of its investigation.
  • Any appeal by Pradhan against the RTI denial.

Detailed analysis

Government Policies

Odisha is investigating alleged under-declaration of ore grades but has withheld the notices from the public.

Mining Production

The probe concerns how ore grades are declared at Kendujhar's iron and manganese leases, not how much ore is mined.

What could lift prices

  • Stricter grade checks could tighten the supply of high-grade ore.
  • Higher royalty collections could raise costs for some miners.

What could weigh on prices

  • The investigation does not affect current iron ore output.
  • Global iron ore prices are driven mainly by China.

Who gains, who loses

  • Odisha state revenue: A transparent probe could recover unpaid royalty, the activist says.
  • Lessees found to have under-declared grades: They could face penalties.

Other ways this could play out

  • If the probe confirms under-declaration, Odisha could impose large penalties as it did a decade ago.
  • If the notices stay secret, concerns about the investigation's transparency may grow.

Price risks

  • Penalties on lessees could disrupt some mining operations.
  • The investigation may take years to conclude.
