Background

Aluminium is made in three steps. Bauxite ore is mined, refined into alumina, and the alumina is then smelted into metal using large amounts of electricity. Vedanta already runs an alumina refinery at Lanjigarh in Kalahandi district and a smelter at Jharsuguda, both in Odisha. A new smelter needs a matching supply of alumina, which is why the plan pairs the two.

What happened

Anil Agarwal met Chief Minister Mohan Charan Majhi in Bhubaneswar on Saturday, September 26, and asked the state to speed up approvals for a Rs 1 lakh crore aluminium programme. The centrepiece is a 30 lakh tonne-a-year smelter in Dhenkanal district and a 60 lakh tonne-a-year alumina refinery in Rayagada district.

Vedanta says the investment would lift its total aluminium capacity to 60 lakh tonnes a year. Agarwal also proposed a brownfield expansion of the existing Jharsuguda smelter. "If this government keeps cooperating like this, the work will move forward," he told reporters afterwards.

Why bauxite matters

A refinery is only as reliable as its ore supply, and a smelter only as reliable as its alumina. At Saturday's meeting, the state government committed to supplying local bauxite to Vedanta's Lanjigarh refinery.

Land is the other constraint. Agarwal said the pace of work will depend on how fast land is allotted and clearances are granted. He also said Vedanta is weighing an offer of equity, with a buyback option, to families displaced by the Dhenkanal project.

The Dhenkanal smelter would supply molten metal directly to Vedanta's downstream aluminium parks in Odisha. Agarwal wants small and mid-sized firms to set up there to make parts for cars, aircraft and railways, with Vedanta supplying power and metal.
