Westinghouse Plans $1 Billion South Carolina Expansion for Next-Generation Nuclear Fuel

Westinghouse Plans $1 Billion South Carolina Expansion for Next-Generation Nuclear Fuel

Westinghouse Electric will invest about $1 billion to expand its nuclear fuel factory in Columbia, South Carolina, and build a new plant for higher-enriched LEU+ fuel. Construction has started, and operations are expected to begin in 2030.

At a glance

  • LEU+ fuel lets reactors produce more power and refuel less often than standard fuel.
  • The Columbia Fuel Fabrication Facility, opened in 1968, is one of the world's largest nuclear fuel plants.
  • South Carolina approved job development credits but has not said how many jobs the project will create.

Background

Nuclear reactors run on uranium that has been enriched to raise the share of the uranium-235 isotope, then pressed into pellets and packed into fuel rods and assemblies. That last step, fuel fabrication, is what Westinghouse's Columbia plant does. LEU+ is low-enriched uranium with a higher enrichment level than the fuel most commercial reactors use today.

What happened

Westinghouse Electric Company will invest about $1 billion to expand its Columbia Fuel Fabrication Facility in Richland County, South Carolina, Governor Henry McMaster's office announced on October 21. The company will also build a new facility at its Bluff Road campus in Hopkins to make next-generation nuclear fuel.

The expansion will significantly increase output of LEU+ fuel, according to the governor's office. Westinghouse said construction is already under way, with operations expected to start in 2030.

Why LEU+ matters

LEU+ fuel contains more enriched uranium than traditional commercial fuel. That lets reactors generate more power and spend less time shut down for refuelling, which cuts costs for plant operators.

Chief executive Dan Sumner called the project "a transformative milestone" for the company and the nuclear industry. Westinghouse said the new plant will serve existing and future customers as demand for advanced nuclear fuel grows.

What it means

The Columbia plant, built in 1968, already makes fuel pellets, rods and assemblies for reactors in the United States and abroad. McMaster said the investment strengthens the state's role in "America's nuclear renaissance."

For the uranium market, the plant adds no new mined supply. It does show a major fuel maker betting that demand for advanced nuclear fuel will keep growing into the next decade.

Our read

Outlook: neutral. A fuel fabrication plant due in 2030 signals long-term nuclear demand but does not change uranium supply or near-term buying.

What to watch

  • How many jobs the expansion creates, which state officials have not yet announced.
  • Which utilities sign up for LEU+ fuel from the Columbia plant.
  • Progress on construction ahead of the planned 2030 start.

Detailed analysis

Timeline

  • 2026-10-21: South Carolina's governor announces Westinghouse's $1 billion Columbia fuel plant expansion.

Demand Drivers

Westinghouse cites growing demand for advanced nuclear fuel from existing and future customers.

Supply Drivers

The expansion adds fuel fabrication capacity, not uranium mining or enrichment capacity.

What could lift prices

  • Investment in new fuel plants signals confidence in long-term reactor demand.
  • Westinghouse expects demand for advanced nuclear fuel to keep growing.

What could weigh on prices

  • Operations will not start until 2030, so near-term uranium demand is unchanged.
  • Reactors that refuel less often may buy fuel less frequently.

Country impact

United StatesMediumThe project expands domestic capacity to make advanced nuclear fuel.

Industry impact

IndustryEffectReason
Nuclear Fuel CyclePositiveA $1 billion investment expands capacity for higher-enriched LEU+ fuel.
Nuclear PowerPositiveLEU+ fuel lets reactors run longer between refuellings and cut costs.

Who gains, who loses

  • Nuclear plant operators: LEU+ fuel can raise power output and reduce refuelling downtime.
  • South Carolina: The state gains a $1 billion industrial investment in Richland County.
  • Rival fuel fabricators: Westinghouse is adding capacity in a product its customers increasingly want.

Other ways this could play out

  • If utilities adopt LEU+ widely, Westinghouse could need even more capacity after 2030.
  • If new reactor projects slip, the expanded plant may run below capacity at first.

Price risks

  • Uranium prices depend on mine supply and utility contracting, not on fuel fabrication plants.
  • Any delay to the 2030 start would push back the demand signal.
